When you click on the BROWSE button above the following happens:

The File Upload choose file window appears (see below) which allows you to select an image file to upload from YOUR computer.
Find your file by clicking on the various icons where necessary (red arrowed below).
Once you have found your file, click on the file name to highlight it.
You can check the file size of your image by clicking the file detail icon at the top right of the File Upload window. It needs to be less than 25KB
Then click the OPEN Button which closes the file Upload window and places the name of your file in 'BROWSE' box above.
Finally, send your picture to the WEB site, simply click the SEND NOW button. As long as no errors have occurred the next page will display your picture.
